Its purpose was to unify freemasonry as a whole. During that time Freemasonry was still separated between the white and black americans. Baron A. Hugo Debulow accepted people from all races. colors and creeds at a critical time in the history of American Freemasory. Baron A. Hugo Debulow although a man of color was excepted in the Northern Juridiction Supreme Council in accordance to his rank as 33rd Degree Sovereign Grand Inspectors General for the Supreme Council of France.
